Settlements: Forests, mountains and water placement

Settlements can be placed on grassland, and forest spaces. Settlements can NOT be placed on mountain, river or lake spaces.

Additionally, settlements can be place anywhere on forest spaces, whether in part or completely in the forest.

Note: Placing a settlement on a forest space will negate the forest effects, essentially allowing line of site for ranged soldiers. However, enemies are still unable to pass through a settlement without first stopping on it for a full turn.
